I had called the Prime Sponsor of HB1431 (a Parental Bill of Rights) yesterday afternoon (NH State Rep Paul Terry) while traveling back from Massachusetts. Having been away from my keyboard for more than a few hours, I wanted to see if there were any updates on this bill.
The New Hampshire School Board Association has bailed on its policy JBABA, the transgender guidance proposed to NH districts a few years back, leaving districts facing lawsuits in the lurch. That would be SAU16 (Exeter), SAU37 (Manchester), and SAU73 (Gilford).

Parents in Hampton Falls became aware of the 2nd reading on an effort to adopt a policy that was recommended by The New Hampshire School Boards Association several years ago, Policy JBAB.
As a parental rights advocate in New Hampshire for about 20 years now, I have had to fight against agencies that want to limit our fundamental rights. Today the New Hampshire Senate Judiciary Committee heard testimony on HB1431, a Bill of Rights for parents.
Most people do not know that The New Hampshire School Boards Association’s model policy JBAB is a direct attack against parental rights in New Hampshire. A parent in Manchester decided to challenge the school policy that withholds information from parents because it contains language which demands that District staff lie to Parents.
Back in January, I wrote, “The Manchester School District Is Slowly Taking Away Your Rights as a Parent!” That has turned into a lawsuit. Mom is holding the District accountable for lying to her (*by deliberate omission).
The Gilford School Board’s Policy JBAB has a “Privacy” section that assigns yet ANOTHER “Right” to a minor child that tells the Staff to NOT tell Parents about the Transgender Status of that child while on school grounds.
Many School Board Members believe THEY know what’s best for your children – and NOT YOU! They believe they can ignore you with impunity when making decisions that impact your children because of the advice they receive from their attorneys and organizations like the New Hampshire School Boards Association (NHSBA).
