In a science there must not just be predictions, but predictions that are falsifiable.  I.e., if the prediction is for drought, then if there’s rain and wetter weather that doesn’t morph into “see, we told you”.  Instead, the prediction was falsified, therefore the theory that generated the prediction is shown to be – at least – weakened if not outright voided.
