It turns out, according to the opinion, the states do not have that authority under the Constitution. At least in Colorado, Utah, Wyoming, Kansas, Oklahoma, and New Mexico, where the 10th Circuit has jurisdiction. But, did this actually change how we vote for President? Not really.
