A recent internal audit and investigation of 189 scientists at the National Institutes of Health (NIH) revealed that a number of them had accepted undisclosed grants from foreign governments. These sorts of “thinkers” will often implement long-term programs at great expense based on promises of “free money.” The Federal government is paying X percent of costs for Y number of years.
