Gov. Nuisance has made it illegal in California to knowingly distribute “an ad or other election communications that contain materially deceptive content.” This will result in lawsuits, not just because much of what Gavin’s water carriers put out there would violate his law. It is unconstitutional, so there’s that, but I get it. The technology exists to generate content that people looking for something incriminating (confirmation basis) will share, and it will get around the world before the truth has time to put its pants on.
It is still unconstitutional, and we have laws that address deliberate malice regardless of its form when that is not obvious parody – like this from the Bee.

This is a top-shelf parody, not Newsom, but everything in it is accurate and protected political speech, even in California.
