American Federation of Teachers (AFT-NH) Union President Doug Ley is also a Democrat legislator in the New Hampshire House. He’s already had a talking too about voting on things he should not. And tomorrow, there’s a vote on HB20 – Education Freedom Accounts. Will he sit that one out?

First, we should be reasonably certain that this will be an ethics violation, yes? That a conflict of interest exists.
- Is it a conflict of interest to vote in committee on a bill that would directly impact teachers’ unions more than any other union?
- Is it a conflict of interest to vote on a bill when your actual salary might be impacted?
- Is it a conflict of interest when you were a lobbyist for a group that is actively opposing a bill, and they also pay your salary?
NHPR reported how Ley’s role with the teachers’ union frequently overlaps his role in the Legislature. He routinely votes on legislation that his union has explicitly endorsed or opposed (conflict!).
In some cases, he has represented the union’s position at legislative hearings, delivering public testimony on bills ranging from union membership to school choice.
So, what about HB20?
Well, both Ley and his Union have taken a position on the Bill.
Next step for HB 20. HB 20 will be voted upon by the Education Committee on this coming Wednesday, Feb. 17. The committee will likely take up a number of amendments to the bill, but attempts to improve this travesty of legislation are akin to putting lipstick on a pig. Might look a little better, but it is still a pig. Please contact members of the House Education Committee by using the following link and ask them to Defeat HB 20 and Say No to Vouchers.
Ley gets paid large money to be to the AFT Union Pres in the state. He manages huge sums of Teacher’s Union money and with it leverage. As such, he should not be voting on any legislation that in any way conflicts with that role.
But he has in the past.
Will he continue to ignore ethics rules in the future? And by ‘future,’ I mean the upcoming committee vote on HB20. Tomorrow.
