Sununu Press Conference – COVID-19

Governor Sununu held a 10am press conference Tuesday morning to discuss the ongoing COVID-19 procedures. He issued 3 new emergency orders.

First, all providers of utilities including internet are not allowed to disconnect users for non-payment. Specifically this applies to providers of gas, electric, water, telephone, cable, VoIP, internet service, and deliverable fuel service. These providers must continue to provide service for the duration of the state of emergency regardless of payment for the services.

Second, landlords are barred from starting the eviction process for non-payment of rent. Is there going to be a bailout for landlords who need the cash flow?

Third, unemployment benefits are now available to a vast swath of the population. Filing is available online at nhes.nh.gov or by phone. Filing must be done weekly and can be done without going into an office.

Deputy Commissioner of NHES reports that the unemployment trust fund is in ‘solid’ shape, and has $300 million on hand to provide benefits to those who are now out of work. So, who’s eligible?

Those with a current diagnosis who must quarantine. Self-isolated or directed to quarantine, taking care of someone who is quarantined, taking care of someone who can not take care of themselves (such as a child who is now home,) and business owners or self-employed persons are eligible if they fit in with COVID categories.

The waiting week for unemployment benefit will be waived so that benefits will be received sooner.

The unemployment rates of businesses will not be affected. The benefits applied for will be taken directly from the Trust Fund and not charged against any specific business.
