My entire family and I loaded up the U-Hauls, gassed up the RV’s and trekked across the country from California to New Hampshire five years ago. I HAD LIVED ALL MY LIFE IN California.
I went to great dinners in San Francisco. Enjoyed the opera. The Dodgers. THE Raiders. I had seats when the Angels won the World Series. I visited the Redwoods—often. I practiced law for 42 years and enjoyed a good life, in a good house, in a great neighborhood. I even coached by kids in baseball and soccer.
But then Nancy Pelosi and Gavin Newsome and Willie Brown and Kamala Harris came along and destroyed everything I valued. They brought in millions of illegals who took over the State. The cartels run most of Los Angeles county. The homeless and drug-addicted became a blight that pillaged the countryside. Over 2 million sewer rats live in garbage-filled streets in Los Angeles, most of which have such diseases as the plague. My son’s work as a contractor dried up—he was white.
We fled what had become a third world menagerie replete with Communism, Critical Race Theory, and something called “Men Loving Boys” for what we thought was a new life with the freedoms and values we cared about. When we got here, the first thing I did was take my Henry 30-30 out of its case. I just walked around outside with it. I never fired it but just strapped it over my shoulder. That’s a felony in California. It felt great.
But then the country decided to elect Joe Biden. And since he took office, the entire country, including my newly adopted State, started doing the things that ruined California.
That scared me.
I did not want Nancy Pelosi to do to New Hampshire what she had done to California. I tried warning everybody I could. I tried telling them what was going on. Unfortunately, I got patted on the head, got condescending grins, and heard some very painful words:
” Dave, what is the big deal? None of that can happen here. This is New Hampshire. We are different.”
Really?
Take a look at the hospitals—empty. Barely any staff. Look at your grocery shelves. See anything unusual? Look at the price of gas. Look at the death rate—it’s up 10 to 20% since last year. Look at your schools—the entire State is being invaded by teachers and school Boards who preach hate and destruction of everything white, American, and Christian.
No level of denial can change the fundamental fact: It is happening here.
And damn it, I got no place to run. If New Hampshire becomes like California, where can I go? Sadly, I fear that the attitude of “it cannot happen here” is coupled with leadership that cannot even identify the enemies’ strategy.
To explain: Leadership in this State seems to think that the “enemy” they must fight is some sort of Executive Order of Joe Biden compelling all citizens to get vaccinated. To me, that Joe Biden would try to impose a vaccine mandate by Executive Order is just a head fake to keep us occupied while he executes his actual strategy. What Biden is doing to New Hampshire is a well thought out, legally brilliant plan of which the leadership in this State is unaware.
And what is that plan? What did Pelosi do to California, and how did she do it? Stay with me awhile further:
THE JOE BIDEN SCHEME: TAKE OVER THE NEW HAMPSHIRE BY THE SIMPLE MEANS OF CONTRACT.
The most important idea that I need to communicate is that Joe Biden (hereinafter JB) is taking the country by CONTRACT. And, quite frankly, it is the perfect device to circumvent the Constitutions of the United States, of New Hampshire, and of every law in between.
Let me give an example: JB hates cows. He says they pollute the earth with their methane gas. He wants to get rid of them. Let’s suppose he issues an executive order banning cows. Does that work? Of course not; he has no authority to ban cows in that fashion. Suppose he submits a bill to congress to ban cows.
Already tried. Did not work. Suppose he tells EPA to ban cows. Already tried. Voided by a federal judge.
Should he give up?
No way! A simple way to get the job done that circumvents the problems of known limits on his ExecutivePpower, involving congress, the EPA, etc.: He directs the Treasury Department to call up farmer Joe, offer him a million dollars to not grow any more cows. They enter into a contract by which the farmer agrees to stop growing cows, and Joe Biden agrees to pay him the million. Simple. Direct. Side steps any issues of his power, his authority—no way to challenge it on a Constitutional level.
Suppose I ( me, David Werner) don’t like it. I say I need cows. I want the milk and the meat. Can I sue? Who? The farmer? I lose. Courts would say—none of my business.
Can I sue the federal Government? On what basis? All they did was enter a perfectly legal contract.
But now, take it a step further. Instead of JB paying the farmer I million to stop growing cows, the contract says: the Federal Government will pay the farmer a million dollars. In exchange, the farmer agrees to abide by all federal regulations, ordinances, administrative rulings, and all Executive Orders related to cows. Can I sue to stop this contract? On what basis? Is it unconstitutional for the federal Government to enter a contract with a farmer on the subject of cows? The courts have said no problem.
The farmer says, ok, and they enter into a contract. Then JB issues a new Executive Order—all farmers must be cv-19 vaccinated because if the cows get COVID, their milk may be contaminated, and this will spread the disease? Plus, any one who buys the milk must be vaccinated and the farmer must secure an agreement with them that to receive the milk they have to agree to abide by all of JB Executive Orders. Again, such contracts – i.e., this style where the citizen agrees to abide by Executive Orders, laws, etc., and have his vendors comply too–happen all the time.
Conclusion? The Government just did by contract what it could not do by executive order, law, or ordinance. The contract is perfectly valid. It is not subject to being voided as unconstitutional because the farmers and the Government have both voluntarily entered an agreement that is perfectly valid. If JB orders the elimination of all cows by executive order, he fails. If he enters a contract, pays some money and the farmer does what JB wants, JB eliminates the cows and nobody can sue him or stop him. He wins by using a contract as opposed to passing a law or making an order.
Suppose I, as Governor of the State, see this turn of events, and I vow to fight it. What can I do?
Under contract law, the reasons for voiding a contract for the purchase of cows or to abide by executive orders is fraud, mistake, or undue influence. The fight is not about First Amendment or personal freedom. The fight in court will be whether the farmer was defrauded, made a mistake, or suffered undue influence.
I submit to you:
THIS IS THE TEMPLATE FOR THE JOE BIDEN STRATEGY TO TAKE OVER NEW HAMPSHIRE. HE IS ENTERING CONTRACTS WITH GOVERNOR SUNUNU. WITH ELIOT HOSPITAL. WITH SOUTHWEST AIRLINES. HE PAYS THEM MONEY AND THEY AGREE TO ABIDE BY ALL FEDERAL REGULATIONS, ORDINANCES AND EXECUTIVE ORDERS. CURRENT ONES AND EVERYONE HE ISSUES IN THE FUTURE.
For our leadership to say “Hey, we are ready to file SUIT against the vaccine mandates because they are unconstitutional” is to focus on what is not there. JB is not issuing Executive Orders to compel vaccines. He is entering contracts by paying loads of money to States, Counties, towns, cities and businesses and getting them to do voluntarily what he could not order—comply with his Executive Orders as a matter of CONTRACT.

Why do you think governor Sununu decided to “die” on the COVID registry, $27 million debacle?
I met the Governor when I ran for State Rep out of Hollis. He invited me to lunch at Country Kitchen. The lunch was extremely enjoyable. I was very impressed with him. He is an intelligent, good-hearted, and well-meaning man. He was very proud of all the money he had been able to funnel to various NH businesses. He even showed me on his phone the names of businesses that received money and the amount. His joy was not the joy of a selfish, self-centered man but the joy of a good man who really and truly wanted to help his fellow citizens. I walked out of the meeting with the feeling that the State of NH was in very good hands.
I have not lost that feeling and am as loyal a supporter of the Governor as the day of that lunch.
I learned of the $27 million registry debacle from Reopen NH. They alerted me that the issue was on the Executive Council agenda. I read the bill. It was abhorrent to me because I am against the vaccine registry. The money was to be entirely spent hiring people to create such a registry and to promote CDC goals and power in the State. As a part of the bill, certain terms were added:
Based upon my analysis above, it readily appeared to me that this bill followed the Biden plan to conquer by contract. JB could not order NH to take the money. He could not order NH to establish the registry. He could not order us to abide by federal laws, ordinances, and all executive orders. But, he could enter a contract with us by which, in exchange for 27 million, he could get us to agree to do all of this thru the contract.
On its face, to me, a horrible deal for NH.
Perhaps more importantly, it was a bad deal that was extremely “minor” in the great scheme of things. Why would such a bad deal, extremely minor and almost irrelevant in its importance, cause the Governor—this very good and decent man—to react as he did? He attacked his supporters. He attacked his fellow Republicans on the Council. He aligned himself with the Democrats. As if to add gasoline to his own funeral pyre, he even brought in some very well-muscled State Troopers to arrest members of the public on national TV.
The Governor decided to stake all—or nearly all his political capitol– in getting this minor, almost irrelevant bill passed.
Why?
Is it because via the use of CONTRACT STRATEGY BEING UTILIZED BY JB, that the Governor has already entered into a contract with Joe Biden to abide by all” federal laws, Ordinances and Executive orders” of the Federal Government related to COVID-19?
Is it because such contract requires the Governor to create such registry or be found in breach such that the State of New Hampshire has to return hundreds of millions of dollars to the federal Government—money received by the State via CONTRACT WITH THE FEDERAL Government (also known as the American Recovery Plan) .

WAS HE REALLY ANGRY AT HIS FELLOW REPUBLICANS OR AT THE VILE BEHAVIOR OF JOE BIDEN THAT WILL NOW BE REVEALED? AND WAS HE ANGRY AT HIMSELF FOR BEING DUPED BY JOE BIDEN?
Or that he got caught?
