Scully: “Why Mulder? Why would they intentionally create a population that destroys itelf.“
Mulder: “Fear. It’s the oldest tool of power. If you distract, by fear of those around you, it keeps you from seeing the actions of those above.”
Scully is asking why the government or any large controlling entity would want to manufacture a culture of fear within a population. Mulder points out what should seem obvious. Control.
Anyone happen to notice anything recent from the government or the party in power that might fit this formula, hmmmm?
