SB43 was PASSED by the NH House of Representatives this morning on the Consent Calendar! Because it was modified with an amendment in the House it will have to go back to the Senate, where there are three different paths for the Bill to take. The Senate can vote to:
Concur – and send the Bill to the Governor’s desk for signature and into law! (most likely);
Non-concur and kill the Bill (not likely); or,
Non-concur and request a committee of conference (not likely).
I am hopeful that SB43 will garner the support of every NH State Senator and be sent on the Governor for his signature – possibly as early as tomorrow afternoon. My optimism is based on the Senate’s unanimous support for the previous version of SB43 before it was sent to the House in February. The House strengthened the Bill’s language to ensure three independent forensic audit teams would perform a forensic audit of Windham’s voting machines and hand counts of the ballots from the November 3, 2020 general election.
The Windham Board of Selectmen will choose one team, and the Secretary of State and AG will jointly choose a second team. Those two teams will jointly pick a third team.. and together… they will need to complete the independent forensic audit process within 45 days of becoming law.
Once it becomes law… qualified, expert forensic analyst teams must be chosen – or we will never know what happened regarding the huge discrepancy between the election day results and the subsequent recount of Windham’s November 3, 2020 State Rep. race where a difference of 1,363 total votes from just 10,006 ballots was discovered.
For those who want a thorough and transparent forensic audit, the selection process for forensic analysts would be limited to proven experts in the field of voting machine forensic audits. But not all people want a thorough forensic audit of Windham’s machines. This is why it is important that we remain vigilant.
