Scaer: Dartmouth Health’s Misleading Statements on “Gender-Affirming Care” Compiled for AG Bondi Probe

On April 22, US Attorney General Pam Bondi sent a letter to state Medicaid directors about the actions they need to take to “prevent the mutilation of American children.”

The Department of Justice will investigate and hold accountable medical providers and pharmaceutical companies that mislead the public about the long-term side effects of chemical and surgical mutilations

Here is a compilation of evidence of false claims by Dartmouth Health concerning puberty blockers and cross-sex hormones to help with AG Bondi’s investigation.

Dartmouth Health Endocrinologist Dr. John Turco, former director of Dartmouth Health’s Transgender Health Program, minimized the health risk of puberty blockers at an October 13, 2021, presentation.

Dartmouth Health Psychologist Alisa Hurwitz told me on camera on July 4, 2022, that “gender affirming care reduces the risk of suicide” and minimized the health risks.

In her February 2023 op-ed, Opinion: But what if you’re wrong and they’re right? Listening to Our Trans KidsDr. Francis Lim-Liberty, Medical Director of the Pediatric and Adolescent Transgender Program at Dartmouth Health Children’s, falsely claimed that children will likely die of suicide without “gender affirming care (GAC).”

“I see a patient whose parent has been refusing to sign a consent form for gender-affirming hormone therapy for three years,” Dr. Lim-Liberty writes. Although she promises to administer hormones as soon as her client turns 18, “my biggest fear manifested, would she make it to her 18th birthday just three months away? I worry I won’t see her again.”  

On March 7, 2023, Dr. Simrun Bal, formerly Chief Resident at Dartmouth Health, testified to the NH House Health and Human Services Committee that suicide rates are as high as 40% among trans-identifying youth, children will die without GAC, and that puberty blockers are reversible.

In August 2023, Dr. Lim-Liberty’s co-authored op-ed for the American Academy of Pediatrics claimed that GAC prevents suicide and accused physicians who take a wait-and-see approach of transphobia.

In October 2023, Dartmouth Health’s written testimony to the NH HHS Committee claimed that GAC is well-researched, medically necessary, safe, and that banning it can be “life-threatening.”

In March 2024, an op-ed by Dartmouth Health Children’s Frances B. Lim-Liberty, MD, Keith J. Loud, MD, MSc, Physician-in-Chief, Jessica A. Smith, APRN, Coordinator, Pediatric, Adolescent and Young Adult Transgender Health Clinics claimed that GAC is “evidence-based care.”

As of July 2025, Dartmouth Health Children’s “Gender Care” page is still promoting puberty blockers and cross-sex hormones for kids despite the calls from AG Bondi to stop harming children, threats to withhold federal funds, and the ongoing investigation.
