Buying Votes?

So, Governor Shapiro of Pennsylvania is concerned that Elon Musk may be violating federal law by offering people a chance at $1 million if they sign a petition supporting the 1st and 2nd Amendments, and limiting the offer to registered voters in certain states.

This kind of thing — Shapiro’s concern about legality, not Musk’s offer — makes me laugh every time I hear it. 

Suppose a candidate tells you:  If I’m elected President, I’ll give you $25,000 towards your first home… or forgive your student loans… or give you a small business ‘loan’ that you never have to repay, if you fit the right ethnic profile… or make any number of other pretty typical campaign promises that involve taking money from someone else and giving it to you.

If what Musk is doing is illegal, how would this not be illegal?
