Harassment Warning Requested Against Nashua’s Mayor Donchess, Director Kim Kleiner, and Attorney Bolton

Chief Carignan, I am writing to ask the police to issue a warning for harassment to Mayor Donchess, Director Kim Kleiner, and Attorney Bolton.

As you know, I was issued a verbal warning from the Police on September 22, 2019, to have no contact with any assessing employees outside of the assessing office. There was no written paperwork provided to accompany the warning. I believe the warning was for a restraining order. I was told that I could be arrested if I violated this warning. Through a RTK, I requested the documentation for this September warning.

It took about four months and I received the records.

Several weeks ago, I called into the police station to obtain clarification on this warning. First, was it still on my record and active. This warning did not come with any timeframe for an expiration. My recent criminal trespass warning was for 1 year, but the September 2019 warning appeared to hold forever. Secondly, I believed it was a warning for a restraining order, but the paperwork did not define the warning. I was told I would receive a call back, but did not.

I came to the police station and spoke with Captain Allard and Lt Mederios. At this time, I learned the warning was for harassment. I was upset that the police never bothered to interview me prior to issuing the warning. Captain Allard explained that they are under no requirement to speak to the one accused of harassment. The police are willing to issue a warning to anyone who feels uncomfortable.

When I looked up the criminal code for harassment, RSA 644:4, it seemed like a real stretch for the police to level a harassment warning because Ms. Lynn Cameron felt uncomfortable when I approached her entering the building to ask her a question on the management directive on how I was being handled by management when I came to the assessing office.

Now that I understand how the police issue warnings, I am requesting that the police deliver a no contact order, and if there is a cease and desist warning for harassment to Mayor Donchess, Director Kleiner or Attorney Bolton. Contact can only be made within their respective offices.

I believe I have been the victim of regular harassment by these city officials and I had no idea I could do anything about this.

Here is a very limited list of “uncomfortable” situations that have occured with me.

Mayor Dochness yelled at me in 2 public coffees because I questioned assessing matters – uncomfortable Mayor Donchess told the newspapers I was retaliating against the City and wasting taxpayer dollars – I was horrified by this front page Telegraph article and felt very uncomfortable.

Mayor Donchess accused me of slanderous statements because I questioned his property assessment in a public meeting – very uncomfortable.
Mayor Donchess had continued to call me out as the citizen who continues to waste taxpayer dollars.

Ms. Kleiner ran me around City Hall when I asked to review the Assessing Policy Manual – this repeated behavior was very uncomfortable and harassing.

Ms. Kleiner verbally attacked my husband and I for speaking at a public meeting against the Measure & List being proposed – this was very uncomfortable and harassing

After the September 2019 warning (which until I received the paperwork 4 months later, I didn’t know that Ms. Kleiner requested a no contact order with me), Ms. Kleiner entered a Board of Aldermen meeting in the Chamber at which I spoke. She came straight at me and frightened me and made me uncomfortable. This contact was not made in her office as her warning order requested. It was after a meeting ended. I had no idea she was in the building. She must have been watching the meeting from her office. I believe she was going to verbally attack me because she did not like my comments. As she approached me, I quickly gathered my belongings to exit the meeting and move away from her. She literally threw a USB stick in a baggie on the table that I was sitting at in the back of the room, stating here is what you asked for. I don’t understand why I am told that I can have no contact outside of her office on assessment matters, but she can hunt me down and approach me. This was very harassing, very uncomfortable, and very upsetting.

Attorney Bolton ambushed me and had Kleiner escort me into the back room of the legal office for a meeting. I did not know this was even happening. I felt very uncomfortable.

Attorney Bolton verbally accosted me at the end of a Board of Assessor Meeting after the Board motioned for the meeting to end. He approached me angry, I could feel his breath on my cheek and said that he did not like people questioning him. I fired back something to the effect that he was a loser. I felt very uncomfortable, He violated my personal space.

I have put up with all of this believing there was nothing I could do, but now that I understand how the police interpret the harassment statute, I believe I am the victim of nearly endless harassment by elected and appointed officials.

Please let me know if you are able to issue these warnings and once the police documentation is generated, please forward those records to me.
