NH Dept of Ed Permanently Revokes Concord School Teacher’s Credentials

New Hampshire Education Commissioner Frank Edelblut has permanently revoked the education credentials of a Concord Teacher accused of multiple sexual assaults.

We have speculated that his behavior was known. And that the union and administration engaged in a years-long cover-up to the detriment of his victims. 

There has also been some spectacular fallout throughout the investigatory process, and it would not surprise us to see a few more folks find themselves unable to work in education in New Hampshire before it is over.

Primo Howie Leung is currently in jail on similar charges in Massachusetts. Police in New Hampshire has been investigating and compiling a case here. Leung is detained on multiple alleged counts of sexual assault of a minor and faces similar charges here in New Hampshire.

 

The New Hampshire Department of Education issued a press release early this afternoon on the matter of his credentials.

The Department of Education has been aggressively pursuing this case since the allegations first came to its attention, while being careful not to interfere with the criminal investigation and prosecution that resulted from the Department’s referral of the case to the Concord Police Department.

Mr. Leung entered into an agreement with the Department of Education by which he voluntarily surrendered his teaching credential which resulted in a permanent revocation.  In accordance with the Department’s rules, Mr. Leung cannot apply or reapply for any credential from the New Hampshire State Board of Education in the future. Additionally, Mr. Leung is prohibited from working in any school—district, charter, or private—in New Hampshire or any other state. Mr. Leung’s name will be entered onto the Department of Education’s list of Revoked and Suspended Educators as well as the National Association of State Directors of Teacher Education and Certification (NASDTEC), which is a national database.

“The safety of our students is paramount. No student should be victimized by the people we entrust with their education. My heart goes out to Mr. Leung’s victims,” Edelblut said. “Today’s action ensures that Mr. Leung will never be allowed to work with students ever again.”

The former Concord High School special education teacher has been accused of inappropriate behavior with a student. The Department of Education referred the case to the Concord Police Department. The subsequent investigation led to Leung’s arrest on charges of sexually assaulting another former Concord student in Newton, Massachusetts in 2015 and 2016, when the student was 13 and 14-years old. Leung is scheduled to appear in Middlesex Superior Court in Massachusetts on these criminal charges on November 6.
