“[W]ho houses countless staff and volunteers … ” In other words, she is housing the non-resident Democrat campaign workers and volunteers who come to New Hampshire in the months, weeks and even days before an election; claim domicile in New Hampshire; vote in New Hampshire; and then leave New Hampshire.
Stated more succinctly, she provides a crash-pad for out-of-Staters who vote in New Hampshire elections and then leave, thereby stealing the votes of residents.
