HB1744 - Chaptered LawHB1744, an ACT authorizing a parent to exempt his or her child from participating in the statewide assessment program, is now Law in New Hampshire. It does a few things. It allows parents or legal guardians to exclude their children from any statewide assessment. It prohibits local districts form punishing parents or students for choosing to opt out. And it excludes the names of student’s and parents from Right to Know requests, protecting them from intimidation tactics by third parties.

A school district shall not penalize any exempted student nor shall the department of education or the state board of education penalize any school district for a lower participation rate.

The name of the parent or legal guardian and any specific reasons disclosed to school officials for the objection to the assessment shall not be public information and shall be excluded from access under RSA 91-A.
