NH State Senator Gary Lambert agreed to continue a Facebook conversation from last night and discusses NH’s involvement with RGGI (Regional Greenhouse Gas Initiative, whereby electrical generators are forced to participate in carbon auctions (artificially raising costs) which is then redistributed to corporations and individuals for energy retrofits.  And yes, the costs are passed onto rate payers.
