Restriction of property rights will be more easily attained if they are brought about gradually with the assurance that, in principle, property will remain protected than if they are made suddenly under threats of totally abolishing such property. Since welfare legislation appears to be more harmless than a communist revolution, it is, as far as the protection of property in the long run is concerned, perhaps more dangerous.
