BEST: With Regard to HB1413 and the Re-introduction of the Death Penalty for Murder.

There has been no accountability in New Hampshire for the cover-up of corrupt police officers by the Attorney General’s Office. AG Gordon MacDonald stated in August 2018 that the list of Laurie List officers should remain private. He defied Judge Charles Temple’s opinion in April 2019 that the Laurie List should become public.

Later, his office argued before the Supreme Court that the Laurie List should remain private. Superior courts (especially Cheshire County and Grafton County) have been complicit in the continuing cover-up of police officers whose names are on the Laurie List.  An example of this is with the cover-up of Laurie List officer James F McLaughlin, who has a record of dishonesty and gun violence dating to 1985, years before he was hired to become a child sex crimes officer.  Not only did he become a child sex crimes officer, but he also taught police and prosecutors about his dirty tactics. 

It is my belief, with substantial research and documentation, that James F McLaughlin is a child sex predator himself who hid behind the guise of his uniform to indulge his perversions.  eg: see US v Paul Gamache (in which James McLaughlin was cited for federal entrapment while he posed as a single mother who liked to video her underage children in sexual exploits) – First Circuit 1998.

 It is my belief, with research, that James F McLaughlin may also be a murderer and may have murdered a man in Keene Woods in 2017, who was on the sex offender registry (possibly framed by James F McLaughlin, who reported the death and reported that it was not suspicious while also dismissing the man because he was on the sex offender registry). It is my belief that the Attorney General’s office, the NH Judiciary, the City of Keene, and the Cheshire County DA’s office are aware of this and that they are complicit in a cover-up that has put members of the public, especially children, at risk for decades. It is my understanding that the Danish Government has some kind of arrest warrant for James F McLaughlin for disseminating sexual imagery of minors to Danish nationals in Denmark, and for that reason, McLaughlin cannot travel abroad, yet the NH Law Enforcement Agencies, including the AG’s office, are fine with him operating at home.

You state in the document that you consulted with the Department of Justice, the Judiciary, and the Municipalities Association. Are you aware that these are effectively one and the same, with Drummond Woodsum representing all three? When I wrote to the Attorney Disciplinary Office, Drummond Woodsum informed me that they represented the Administration of the Courts and the Attorney Disciplinary Office. They also represent the Municipalities Association. When I wrote to the Consumer Protection and Antitrust Bureau at the AG’s office regarding my concerns about Drummond Woodsum’s monopoly and conflicts of interest, the bureau stated that I needed to direct myself to the Attorney Disciplinary Office, Drummond Woodsum’s client.

I strongly urge you to consider the implications of what I have said, especially in light of AG Gordon MacDonald, Chuck Douglas (former NH Judicial Selection Committee Chair), the NHCADSV’s, former Assistant AG Jane Young and former Assistant AG Geoffrey Ward’s collusion to support and push through Marsy’s Law on behalf of Henry T Nicholas III who paid his way out of a 350 year prison sentence for trafficking drugs which nearly killed his girlfriend who was resuscitated.  Henry T Nicholas III, posing under “victims’ rights” and paying members of the NHCADSV, Chuck Douglas, Concord City Council, and others, is the sugar daddy who sponsors Marsy’s Law. His other passion is the death penalty.  Yet he himself managed to buy his own way out from any prison time for securities fraud, drug trafficking, lacing prostitutes’ drinks with ecstasy, and battery.

The ACLU and the National Association of Criminal Defense Attorneys have been vehemently against Marsy’s Law, which denies due process to defendants but increases immunity for public officials.  

Would you want HB 1413 to be responsible for the execution of people framed by murderers or sexual predators in NH Law Enforcement who put their own club and allegiances above the duty of their profession, time and again?

When I wrote to Police Standards and Training in 2020 with regard to concerns about a police officer in Concord Police with credibility (documented issues) in a high-profile sexual assault case, John Scippa forwarded my complaint to the AG’s office. I responded that the AG’s office had a conflict of interest because the police officer in question worked directly for the AG’s office at the time of my writing.  I then received an email in December 2020 from Assistant AG Jane Young, who informed me that her colleague, Geoffrey Ward, would respond to my concerns. He did not. I followed up multiple times and was ignored. Rep. Susan Homola (Hillsborough) also followed up, quoting Assistant AG Jane Young’s assertions in her email to me. She was ignored. Then Geoffrey Ward deleted the files of 28+ corrupt police officer files with no explanation. Gordon MacDonald became the NH Supreme Court Chief Justice. Jane Young became the U.S. Attorney and hired Geoffrey Ward as a federal prosecutor.

Beware of unintended consequences. Until there is accountability for the corruption that controls NH Judiciary (See Barbara Hantz-Marconi case for example); NH Courts, NH AG’s office and NH PD, the risks of the wrong person being put to death while murderers and predators in law enforcement remain free is too high.  Remember the threats made by Rep. Stone when he was a police officer in Claremont against the sheriff and his family after he was caught in a sexually inappropriate relationship with a minor. He threatened to rape and murder the Sheriff’s daughter and wife and then murder the sheriff. He’s now an elected official.
