USAID Was Created By Executive Order, It Can Die By One

by Ray Cardello

You know you are on the right track when your actions have upset Ilhan Omar. Omar went apoplectic this week when President Trump froze the United States Agency for International Development (USAID) and any flow of taxpayer dollars from the agency for 90 days. This time will be used to carefully investigate the financial records of this independent agency. It is quite possible that Donald Trump might shut down this agency permanently at the end of this pause, and he has the support of Republicans to do so.

The Democrats are calling his action the work of a dictator and proof of what many of them had claimed during the 2024 election. The American people did not buy the Democrat rants then and won’t now. Omar, who has proven many times that she deplores America, is calling Trump’s actions hateful. I see the next question as hateful to who? The second question is, what is he: Fascist or Dictator?

First, the Democrats are claiming that Trump is undoing the work of Congress, which is historically untrue. USAID was created by President John F. Kennedy over 60 years ago by Executive Order. Congress has never codified USAID as a permanent agency. Virtually anything done by Executive Order can be reversed by another President’s action, which is precisely what Trump has done.

Just because an agency has been allowed to expand and be funded by Congress for six decades does not give it tenure. If they have a problem with this freeze, wait to see their reaction if Trump does the same with the Department of Education. That department was created by President Jimmy Carter, and was to increase the quality of education for our young citizens. Facts show it has done exactly the opposite.

One of the complaints about USAID by Congress is their reluctance to cooperate with Congress to ensure the credibility of the spending and transparency of the employees of the agency. That should concern us all, but every agency of the federal government should be good stewards of our money. USAID fails miserably, Here are some lowlights of USAID programs:

Here are only a few examples of the WASTE and ABUSE:

  • $1.5 million to “advance diversity equity and inclusion in Serbia’s workplaces and business communities”
  • $70,000 for production of a “DEI musical” in Ireland
  • $2.5 million for electric vehicles for Vietnam
  • $47,000 for a “transgender opera” in Colombia
  • $32,000 for a “transgender comic book” in Peru
  • $2 million for sex changes and “LGBT activism” in Guatemala
  • $6 million to fund tourism in Egypt
  • Hundreds of thousands of dollars for a non-profit linked to designated terrorist organizations — even AFTER an inspector general launched an investigation
  • Millions to EcoHealth Alliance — which was involved in research at the Wuhan lab
  • “Hundreds of thousands of meals that went to al Qaeda-affiliated fighters in Syria”
  • Funding to print “personalized” contraceptives birth control devices in developing countries
  • Hundreds of millions of dollars to fund “irrigation canals, farming equipment, and even fertilizer used to support the unprecedented poppy cultivation and heroin production in Afghanistan,” benefiting the Taliban.

These are examples. The list goes on ad infinatum. This agency is a cesspool of waste and a perfect example of what Trump brought Elon Musk in to uncover. This freeze is a good beginning, and we can be sure that as Trump proceeds to do the work of the American people, the Democrats are putting together impeachment papers. Unfortunately for them, the minority party will go nowhere with impeachment.
