The Passage of HB1170 Is Imperative

Honorable Senators, My name is John Cawthron. I live in Nashua, NH. I am writing to you today asking that you support HB 1170.

As you may be aware, HB 1170 addresses the selection and authority of New Hampshire delegates that are sent to policy-making interstate conventions. This is specifically important to the delegate selection process as this bill sets the procedure for the House and Senate to assign delegates to a policy-making convention, such as an Article V Convention. 19 states have passed an Article V, constitutional “Convention of States” assembly.

Many other states are in the process of approving a COS as well, including Massachusetts.

Whether the New Hampshire legislature decides to join this article V, COS movement or not, if 15 more other states pass it, the COS will happen and the decisions taken therein will be binding on New Hampshire.

That being the case, the passage of HB 1170 is imperative. HB 1170 passed in the New Hampshire House by voice vote on March 20, 2022, and has been assigned to the Election Law and Municipal Affairs Committee of the Senate.

This bill establishes the parameters that the delegates must follow in order to cast votes at such a convention. These parameters should address any concerns you and your fellow legislators have concerning a runaway convention and/or runaway NH delegates at such a convention.

The COS movement is a highly organized and patriotic, grassroots movement that has the support of more citizens in more states than you may be aware. New Hampshire needs to be prepared for this COS eventuality.

HB 1170 is part of that preparedness and I ask that you support this bill.
