U.S. District Judge Reed O’Connor in Fort Worth agreed with a coalition of states led by Texas that he had to rule the Affordable Care Act unconstitutional after Congress last year removed a key provision, the tax penalty for not complying with the requirement to buy insurance. The judge sided with the administration in declaring all of Obamacare unconstitutional, not just some parts of it. The decision is sure to be appealed.
