Local New Hampshire media recently reported on a letter from a lawyer representing a student to Manchester School Board member Rich Girard. That confidential document was leaked to the press in violation of New Hampshire Right to Know law. The list of people who had access is short enough that Mayor Joyce Craig should be able to investigate. We think she should but will she?

Who had access? Who leaked it? Joyce Craig? How about Superintendent Vargas? Did Rich Girard leak it?
Someone Broke the Law
Craig, Vargas, and Girard seem unlikely. The lawyer representing the student on a privacy matter didn’t leak it. So, let us look at the rest of the suspects.
Each of these persons had access. One or more of them leaked it to the press in violation of not just NH Right to Know Privacy rules but The Family Educational Rights and Privacy Act (FERPA).
That’s a violation of State and Federal law.
Patrick Long, Kelly Thomas, Katie Desrochers, Dr. John Avard, Art Beaudry, Jimmy Lehoux, Lisa Freeman, Mary Georges, Leslie Want, Sarah Ambrogi, Ross Terrio, Dan Bergeron, David Scannell all had access.
One or more of them forwarded the email or the attachment with the letter. Or they downloaded it and sent it via personal email to Paul Freely at the UL and Carol Robidoux at Manchester InkLink. We intend to find out who.
Can Mayor Craig beat us to it? We think she’d better. It could be embarrassing if some pesky bloggers did a better job of policing and exposing actual illegal and unethical activity in Manchester than she did.
