Note the “Mandatory”:
It is only “mandatory” because politicians have passed laws. They complain about the cost of what they have passed and the regulations that go with it. Note that while they shrug their shoulders and say that they can do nothing because it is “mandatory”, they simply are lying about the fact that IF they had the political courage, they could make it “unmandatory” by simply passing another law.
