It’s the base telling the elites: "No, this is NOT your job – it is ours".  Am hearing that all heck is going to break out if the base is not allowed to pick their leader.  Woe to those that decide to end run or wimp out via technicality to NOT allow this Special Election to be called.

Dear Chairman Kimball:

This letter is being sent to you by both email and regular mail as of the date specified above pursuant to Article I, Section 3 of the By-Laws of the New Hampshire Republican State Committee (hereinafter “the by-laws”), which states: “Meetings of the Committee … shall be called by the Chairman upon the written request of fifty members of the Committee.” Accordingly, this letter is intended to be and does constitute a “written request of fifty members of the Committee” as required by the by-laws.

This letter is also being sent to you by both email and regular mail as of the date specified above by a member of the State Committee; namely, Carolyn McKinney, to the New Hampshire Republican State Executive Committee in compliance with the requirements of Article IX of the by-laws, with respect to a proposed amendment to the by-laws reflected below. This letter includes a brief explanation of the proposed amendment as required by Article IX of the by-laws.

As specified above, the members of the New Hampshire Republican State Committee listed below do hereby request that you, as the State Chairman, call a meeting of the entire State Committee pursuant to Article I, Section 3 of the state GOP by-laws. We further request that you call the meeting to be held on Saturday, September 10, 2011, and quickly send out timely notification letters in accordance with the by-laws, as time is of the essence.

The purposes of the meeting shall be as follows:              

1. First, to amend the by-laws pursuant to article IX to add the following to be appended at the end of Article II, Section 1: "Notwithstanding the provisions of Article 2, Sections 3 and 4(B), in the event of removal of the State Chairman, a meeting of the State Committee may be called at any time for the purpose of holding an election to fill the vacancy. Notwithstanding any provision of Article IX, this amendment shall take effect immediately upon passage."

The purpose of the above proposed amendment of the by-laws is to correct an omission that presently exists, specifically a provision for election of a new successor State Chairman when one has been removed from office. At present there is no provision in the by-laws providing for such an election in advance of the regular biennial meeting of the State Committee.

2. Second, to hold a vote pursuant to Article II, Section I of the by-laws on whether to continue with or remove the Chairman of the State Committee.

3. Third, if the Chairman of the State Committee shall have been removed by a majority vote of the State Committee in accordance with Article II, Section I of the by-laws, then to elect a successor State Committee Chairman.

4. Fourth, if the election of a successor State Committee Chairman upon removal of the Chairman of the State Committee shall have caused a vacancy in any other elective office provided for in the by-laws, then to elect a successor to that office or offices where such vacancy or vacancies shall have occurred.

5. To address any other Republican Committee business, as needed.

Wherefore, the following listed members of the State Committee of the New Hampshire Republican Party do hereby call for a meeting of the State Committee pursuant to Article I, Section 3 of the by-laws of the State Party, and do further request that the requested meeting be called by the State Chairman to be held on Saturday, September 10, 2011, and that notices as required by the by-laws be expeditiously sent out to all members of the State Committee as also provided in Article I, Section 3 of the by-laws.

The following members of the State Committee have authorized that their names be added hereto, and do accordingly call for a meeting of the state committee on September 10, 2011 as reflected and requested above:
