ACTION ALERT!
HB 125 is a bill that protects the Second Amendment and asserts the Ninth and Tenth Amendments. It nullifies federal regulations imposed on firearms and ammunition manufactured in New Hampshire. This bill was already recommended OTP by the Constitutional Review & Statutory Re-Codification Committee, and was supported by a vote of 240 to 120 on the House floor. Now, HB 125 has another public hearing, this time in the Commerce and Consumer Affairs Committee. This second hearing will be Thursday March 10th at 1:15PM in LOB 302. Please E-mail the committee, and thank them for their continued support of HB 125. This bill must be voted on again by the House.

Science, Technology and Energy
HB 648 would further restrict private companies from using eminent domain. This bill is relevant to the Northern Pass project, which has drawn the ire of some New Hampshire property owners. This bill would deny eminent domain powers to private companies. A public hearing will be held on Wednesday, March 9th at 10:15AM in Representative’s Hall. If you can’t be at the meeting, please E-mail the committee.

Judiciary
SB 88 has a public hearing on Thursday, March 10th in LOB 101 at 1:00PM. This bill allows one to stand their ground when being attacked. When safety is on the line, decisions need to be made quickly; the more laws that apply, the more boggled the thought process. Currently New Hampshire law requires a victim to retreat if they know there is a safe place to retreat to. This bill would change that; stand up for self defense! E-mail the committee.

Children and Family Law
The Children and Family Law Committee will continue an executive session on CACR 9, a resolution affirming parental rights which RLCNH previously reported on. E-mail the committee and ask them to support the resolution and vote OTP.

Constitutional Review and Statutory Recodification
HCR 19 is a resolution that affirms states’ powers based on the New Hampshire and United States Constitutions. The Constitutional Review and Statutory Recodification Committee will review it on Wednesday, March 9 at 10:00AM in room 303, LOB. Contact the committee.

Special Committee on Education Funding Reform
CACR 12 is a constitutional amendment resolution relating to public education (standards for education, level of state funding, accountability, and funds allocation). The Special Committee on Education Funding Reform will hold a continued public hearing on Wednesday, March 9 at 9:30AM in room 207, LOB. This resolution, however, authorizes the state to establish a state curriculum (" the legi
slature shall have the authority and responsibility to reasonably define standards for elementary and secondary education in its public schools"). E-mail the committee and ask them to amend the resolution to remove that language.

Criminal Justice and Public Safety 
HB 628 relates to intrusive searches or scans by the TSA. The Criminal Justice and Public Safety Committee will consider it in executive session on Wednesday, March 9 at 10:00AM in room 204, LOB. You can e-mail stories about interactions with the TSA to hreps@leg.state.nh.us. Also, you can E-mail the committee and ask them to retain or vote OTP.

The committee will also consider HB 334 in the same executive session. HB 334 asserts the state legislature’s exclusive authority to prohibit or regulate firearms, firearms components, ammunition, or firearms supplies over patchwork local or federal regulations. E-mail the committee to express your support for this bill.


 

What happened in Concord last week:

Education
We had a close one: HB 429, which promotes the liberty of parents and students, tied in committee with an 8-8 vote. This means the committee makes no recommendation. This bill, which we reported on previously, would allow a student of 16 or more years to withdraw from high school with parental permission. E-mail the committee.

State Federal Relations and Veterans Affairs
There are several good resolutions coming out of the State and Federal Relations Committee. These include: 

  • HCR 11, which would request the United States to withdraw membership in the United Nations. This would save federal tax dollars as well as assert the sovereignty of the United States.
  • HCR 13, which would encourage sound money.
  • HCR 15, which would order New Hampshire’s senators to vote against the Law of the Sea convention. This convention would allow the United Nations to tax economic activity off the coast of the United States.
