Virtue (Mixed) Signaling

This year, the Academy Awards will not require attendees to wear masks… except when the cameras are not rolling, e.g., during commercial breaks.

I don’t understand the messaging.  Before, it was let everyone see you wearing a mask.  Now, it’s apparently don’t let people see you wearing a mask.  But still wear the mask when no one is looking!

The Oscars are probably the single largest virtue-signaling event of the year.  But I can’t read the signals.  Can anyone out there help me translate them?
