Pease Development Authority – No Bid Contract

I have been independently investigating the Pease Development Authority – Division of Ports and Harbors [PDA-DPH] regarding decisions and process issues that I believe are unfair and discriminatory and appear to violate New Hampshire state law. This matter was brought to my attention by a Rye Harbor fisherman who had concerns that the one business operating at the Rye Harbor Marine Facility [RHMF] was being treated vastly differently by the PDA-DPH compared to other businesses operating at the RHMF and other DPH locations.

The more pressing matter today concerning the RHMF is a proposal that was presented to the PDA Port Committee [one of eleven PDA committees] last month to consider using $1M of federal “American Rescue Plan Act of 2021” [ARPA or “COVID-19 Stimulus Package”] funds that were recently made available by the governor’s office to build a 1.2M “Retail Platform” at the RHMF. This project includes a $243K no-bid contract proposal. This project may be discussed at the next PDA meeting beginning at 8:30 AM at the PDA headquarters, 55 International Drive, Portsmouth, NH, and typically is available live online at https://townhallstreams.com/towns/pease_dev_nh.
