HB1131, prime sponsored by Rep. Diane Pauer (R-Brookline), restores the adoption of SB2 (official ballot form of meeting) to an election day question on the official ballot, where it previously was for 25 years (1995-2019), instead of a traditional meeting warrant article as it is currently. All proposed changes in local governance are currently official ballot questions, except for adopting SB2 — this is corrected by HB1131.

The SB2 system greatly increases participation in town and school district meetings by having all warrant articles voted on by ballot any time on town election day or by absentee ballot. HB1131 has passed the House and is now being heard in the Senate Election Law and Municipal Affairs Committee Tuesday, Mar. 31 at 1 pm. This is a very popular bill among legislators, as Rep. Pauer has 9 House co-sponsors (max allowed) and 4 Senate co-sponsors (5 is the max).

If possible, please come to the NH State House to testify on Tuesday, March 31, at 1 pm. In person testimony makes a tremendous difference and can sway the Senate Committee to recommending Ought-To-Pass. The previous attempt in 2024 to put SB2 adoption back onto the election day ballot (HB1175) failed to gain support in this Senate committee, and we do not want that happening again. Senate hearing will be in room 122-123. If you can come, please let me know–I will be there to testify–the more supporters the better!
