How much is New Hampshire taxing residents for phone or Internet service and what efforts are underway to expand or repeal these taxes?

What I discovered while seeking the answer was a regulatory history that not only sought to roll back taxes on internet access but that may also have codified language in state statute that could potentially protect IP enabled service providers from recent federal overreach.
