GrokSHOTS!SB120 is written so badly that you could probably make the case that any shared opinion in any digital medium could be construed as coordination–which brings us back to the problem of estimating expense relative to any perceived act of coordination…which was left undefinable because the point was never meant to be defining sums to determine if speakers were speaking without getting the proper papers first, it is was to act as a political class cudgel etched with the words “threat of prosecution,” wielded as a form of speech intimidation against grassroot groups and private citizen– which SB120 clearly accomplishes.
