According to the department of Housing and Urban Development (HUD) Dubuque, Iowa is part of Chicago, Illinois. Under the same thinking Concord, New Hampshire and all points south are part of Boston. So pay attention, as Rick Manning from American’s for Limited Government explains the situation in Dubuque and with HUD because if your community took HUD money, you are Dubuque, and Boston is your Chicago, and if HUD pulls the trigger, you can’t do a damn thing about it.
