The legislature passed the Clean Heat Standard (S.5) into law in the Spring of this year (over the governor’s veto) with a provision that Vermonters can start banking the so-called “Clean Heat Credits” – earned by installing heat pumps, insulating buildings, etc. – retroactive to January 1, 2023.

Regulators Block Proposed Utility-Rate Increase to Fund $450 Million in “Efficiency Programs”
NH has line items in their utility bills to fund programs that support or encourage efficiency improvements by homeowners or commercial users. Stakeholders (Utility companies and interested third parties) support a 175% increase in the rate to fund a three-year 450 million dollar proposed efficiency improvement program budget.

In the last legisaltive session the New Hampshire (Republican Majority™) legislature overrode Governor Sununu’s veto of the Biomass bailout Bill. SB365 forces electricity providers like Eversource to pay above market rates for power from wood-burning plants. That increase is passed on to consumers.
PUC Approves PSNH Rate Increase – Observe the Democrat’s Circular Green Firing Squad!
Back in September PSNH announced that it would need to rasie rates to deal with about 67 million dollars a year in costs associated with RGGI (and other state energy mandates)- a tax (RGGI) that Maggie Hassan was proud of, if you’ve forgotten. At the time of that announcement the estimated annual hike on rate payers was about $50.00 per year, more for commercial users obviously. But the rate increase just approved by the New Hampshire Public Utilities Commission (PUC) will cost you a good deal more than that. Make that a great deal more!
