GraniteGrok Exclusive – no PLA for the Manchester Job Corp Center, thanks to Frank Guinta?

Righting a wrong.

I just got a tip that tomorrow morning, Congressman Frank Guinta will be introducing the following resolution (more or less) to the CR (Continuing Resolution) that will basically throw out such Federally mandated spending:

"None of the funds available by this act may be used to enter into after the date of the enactment of this Act a government contract that requires a Project Labor Agreement." 

Vote is expected Wednesday night or Thursday AM.

This directly impacts the proposed Job Corp training center slotted to be built in Manchester but was being held up by an Obama administration directive that all major Federal projects (and this was around $35 million, a hefty amount) had requirements that:

  • Only contractors that have successfully worked on three PLA project could bid on it.
  • Was biased towards union employees; non-union employees would have to pay dues and contribute to the union pension plan.
  • The prior two requirements basically screwed, pretty much, almost all NH based contractors from bidding on it.

Right! – a building project in NH that disallowed NH based builders from working on it – Government "here to help" at its finest? That has been held up as there has been a fight for months (years, now?) that the contractors to build the center had to use union labor. This amendment will obviate that requirement.

Private estimates say, nationwide, that this could save $6 Billion a year; that’s a good chunk of change – this should have a good  "Fighting chance" of making it in, my source said.

BTW, I do remember that this was one of "Frank’s 50" campaign promises:
