Perhaps Senator Watters has his fingers crossed behind his back and SB 244 is simply the Trojan Horse for Mr. Obama’s “Health Insurance Portability and Accountability Act (HIPAA) Privacy Rule and the National Instant Criminal Background Check System (NICS)”. Just seeing those two in the same sentence should make your antenna twitch.
What are they? These proposed rules will allow doctors to violate the privacy of patients who have sought or are undergoing mental health treatment and report them to NICS long before they are committed, voluntarily or otherwise.
Trojan Horse or not, the short version is the measure Watters and ProGunNH are pushing will criminalize the mentally ill without their knowledge or permission and serve to create the Pre-Crime Division here in NH.
