Portsmouth Assistant Mayor Jim Splaine Suggests the City Violate the Law Prohibiting Vaccine Mandates

Just one week after our new medical freedom act was signed into law, Portsmouth Assistant Mayor Jim Splaine sent an email to the City Manager urging a mandate of the COVID-19 vaccine for all city employees.

    From: Jim Splaine, Portsmouth Assistant MayorAs a citizen, I request that you consider to administratively require all city employees to be vaccinated for COVID-19, or that they undergo daily testing for COVID-19. I believe it is imperative to do so to stop the spread of COVID-19 to our citizens, and to protect our economy, allow our schools to fully open, and protect the health of our community. We cannot let more time pass before taking this step. If you believe that you require or would prefer the City Council set a policy to do so, please advise us at the upcoming meeting of Monday, August 2nd, and I will make the motion. 

    I also request that City Attorney Bob Sullivan inform us of his opinion of the authority of the City Council to require that city employees be vaccinated for COVID-19, or that they undergo daily testing for COVID-19. City employees to include all those who receive reimbursement for their services within the City of Portsmouth Budget, full or part-time, including those who work for our Police Department, Fire Department, and School Department. 

    Please also advise as to the projected numbers of city employees as mentioned herein who are currently partially or fully vaccinated.
