Every aspect of childcare provision is controlled by the state. “

Pretty much, having owned a daycare center years ago. It’s almost as if they don’t want you to be in business – certainly the Left doesn’t as it continues to have Government continue its “crowd out” of private sector players as Progressive politicians, bureaucrats (and no small number of School Boards) press for “free” childcare or Pre-K.  Nothing is free – they just play you for being dumb for believing “free” (or appeal to your greedy / envious side by promises of “somebody will pay it for you”.  But I digress (sorta):
