A group of residents in Windsor, New Hampshire became suspicious of the way the tiny town of roughly 200 residents was handling its finances. Property taxes were the primary source of income, so the best way to uncover any irregularities was to request the most recent tax records.
The town refused to hand them over.
The concerned residents took the next step. They reached out to Ed Naile at the Coalition of New Hampshire Taxpayers. CNHT has and continues to help taxpayers deal with local municipal issues. They have experts on Right-to-Know, municipal law, and experienced activists capable of bringing pro se court cases. So they began working with the Windsor group to obtain what were most certainly public records under New Hampshire’s 91-a, the Right-to Know law.
