HB 357 Was Hijacked To Fund DOT and Create New Gas Tax

NH Gas tax payerA bill to allow 30 days for a name or address change to a drivers license or vehicle registration (instead of 10) has undergone a miraculous transformation.  It is now a DOT funding and g’ass’ tax bill.

 

HC_23 Starting on page 646

Amend the title of the bill by replacing 1 it with the following:

AN ACT making appropriations for the expenses of the department of transportation for fiscal years ending June 30, 2016 and June 30, 2017 and relative to notice of change of name or address on a driver’s license and on the registration of a vehicle.

Amend the bill by replacing all after the enacting clause with the following:

What follows is 53 pages of expenditures for DOT and then it keeps going, and going, and going… all the way to page 764 at the end of which it says…

AMENDED ANALYSIS
This bill:
I. Makes appropriations for the expenses of the department of transportation for fiscal years
ending June 30, 2016 and June 30, 2017 and increases the number of days a person has in which to
notify the director of the department of motor vehicles of a change of name or address.

II. Authorizes departments to enter agreements to lease-purchase vehicles and equipment.
III. Increases the road toll rate.

And…”increases the number of days a person has in which to notify the director of the department of motor vehicles of a change of name or address.”

Wow, that was close.  All that spending, the new g’ass’ tax, but they had the sense to leave the original intent of the bill in their someplace.  Reminds me of the Matthew Shepherd Pentagon Funding Hate Crime Legislation from a few years ago.
