During the fight on whether to grant motor vehicle law enforcement authority to the Fish Cops over at NH Fish and Game,  I sent a Right-to-Know-Request to the very model of a modern Major Kevin Jordan (and his bosses) of the NH Fish & Game Department, dated April 23, 2014:

“Dear Major Jordan,

This request is made pursuant to Part 1, Article 8 of the New Hampshire Constitution and New Hampshire’s Right to Know Law codified at RSA 91-A et seq.  Please provide me with access to the following described governmental records developed by and or in the possession or control of the Law Enforcement Division of the NH Department of Fish and Game:

       1.         All government records, including but not limited to draft, proposed or final annual or biennial budgets, meetings, agendas, minutes, e-mails, text messages, electronic data, letters, memos, internal communications, external communications, testimony and legal opinions concerning or relating to the actual or budgeted transfer of revenue from the Law Enforcement Division of the NH Department of Fish and Game to any and all state or local  agencies and or departments between the dates of January 1, 2009 and January 1, 2015.

       2.      A current accounting of funds received by and or transferred from the Law Enforcement Division of the NH Department of Fish and Game the actual or budgeted transfer of revenue from the Law Enforcement Division of the NH Department of Fish and Game to any and all state or local agencies and or departments between the dates of January 1, 2009 and January 1, 2015.

       3.         The specific fund, activity and class that are the subject of this request are, respectively: 20, 752520 and 49.  

Unless other mutually satisfactory arrangements can be made, I will come to your offices to inspect and make copies of the foregoing records during normal business hours on May 7, 2014 in the morning.  Please let me know if you would prefer to mail or e-mail me copies of the requested documents.  Thank you.”

On May 1, 2014, six business days – not five as required by statute – I receive a reply:

I would like to respond to you, however, you did not put your complete mailing address.  I was only provided with your name and Warner NH.  Please provide me with your complete mailing address, street and zip code as soon as possible so that I may continue with processing your request.”

Four hours later, I provide him with my mailing address….

Five months, 13 days later…..
