One of our ‘Grok friends, “K”, decided that she was not going to be one of those that would sit back and just “roll with it” – or like many, retreat into a cocoon of their own making and isolating from the world that seems to be spinning out of control.  With the news of the Obama Administration arrogantly taking the “UAC”s – Unaccompanied Alien Children” (that illegally and blithely walked across our borders, with some of them heavily tattooed and shaving) and shipping them to State after State without notice of the local authorities, she decided that she needed to find out.  What will be a multi-part series begins now with Part 1 (reformatted, emphasis mine):

Hi Skip,

I’ve been reading with great interest your article/s covering the illegal immigration situation.  I am trying to find out what towns/facilities/how many illegals are here.  For your further interest I forward to you my correspondence to Commissioner Toumpas of NH DHHS with copies to the Governor and City Council, which I sent to Steve a while ago for his info.  I just received an email from the Commissioner (because I inquired about a response to my correspondence) that a letter is in the mail, which I will forward to you and Steve.

I also received a response to my inquiry from Colonel Quinn, Director of the Division of NH State Police.  He replied he is unaware of any illegals being transferred and housed in NH.  I will be writing today to Perry Plummer, Director of NH Homeland Security and Emergency Management.

RE:  Illegal Acceptance and Placement of Illegal Aliens into NH Communities

Dear Commissioner Toumpas:

I am writing to express my deep concern with current news reports that since the end of May/early June there have been at least six plane loads of illegal aliens flown into Massachusetts Hanscom Air Force Base and Logan Airport, greeted by Massachusetts and New Hampshire officials, and placed in our communities. It is my belief that the NH Department of Health and Human Services (DHHS) is in the loop of what is occurring, and if not the actual “greeters” for this illegal operation would be privy to this information. As I pursue transparency in this situation, and look to our local and state officials for answers, I write to you first as the appropriate state department that would have been approached by US Department of Homeland Security (DHS) or Office of Immigration & Customs Enforcement (ICE) when it comes to the welfare of those now being brought to N.H. illegally.

There is no mistaking that the deluge of illegals all across America is a major threat to national security, public safety, and public health. The Obama administration would have American citizens believe this was an unexpected and organic dire situation. Belying that spin, 1) it is known that DHS Chief Jeh Johson, with the Obama administration, has created a new policy to respond to immigrant advocacy group protests; 2) a document generated by ICE on January 29, 2014, solicited for escort services for unaccompanied alien children (https://www.fbo.gov/spg/DHS/INS/ICE-OAQ-DM/BERKS-RFI/listing.html). I’m not sure who exactly ICE is representing and working for, but they are NOT protecting Americans. Jessica Vaughan, Director of Policy Studies at The Center For Immigration Studies (CIS), recently released a report showing 2013 statistics that of the 36,000 criminal aliens released/freed from ICE custody there were over 88,000 convictions (http://cis.org/ICE-Document-Details-36000-Criminal-Aliens-Release-in-2013).

There have been no public hearings and no warnings of what was occurring in the dead of night in each community where illegals have been placed. There are now pockets of communities in towns like Lawrenceville, Virginia that are outraged, speaking out, and demanding that local and state officials protect their community and remove all illegals (http://www.breitbart.com/Big-Government/2014/06/20/Angry-Virgina-Residents-Say-No-to-Obama-Administration-s-Plan-To-House-Illegals). Commissioner Toumpas, you too should be equally outraged at the position you have been placed in. We are a sovereign state, and you are charged with protecting the welfare, safety and health of NH’s citizens NOT to aid and abet in illegal activity instigated on the federal level. I am now requesting that there be regional public hearings scheduled, and would like to know the process to be sure they happen?

My place of birth is NH, and as a 63-year old American citizen my concern today is for NH. This letter is to respectfully request the following information for this current situation:

1) The date and correspondence between all NH government departments and DHHS that pertains to knowing that illegals would be transported to NH and housed.

2) The names of the N.H. “greeter/s” and local/state/federal department/s utilized for gathering illegals at the airport, or elsewhere, and transporting them to N.H.

3) Total number of illegals transported to NH. The names of the facilities illegals were initially transported to and processed. Are they still in any of these facilities? Who is processing the illegals, and the cost to taxpayers for this aspect of the operation?

4) List of towns/cities illegals were transferred to, how many in each town, and names and addresses of facilities and/or dwellings/landlords. The fees paid to participating housing authorities for each illegal.

5) A breakdown of how many illegal transfers are children, teenagers, women, and men,

6) Were there other months and dates before end of May/June that illegals were brought to NH that the citizens of NH have not been made aware of?

7) The arrangements made, and total costs involved, to prepare for and accommodate illegals’ needs, i.e. housing, processing, financial support, clothing, food, medical care, drug screening, gang association screening, communicable disease screening, etc.?

8) For this illegal operation, from what budgets are finances allocated (town/state/federal), and percentage if from different government entities?

9) I am requesting review of all files in DHHS that pertain to bringing illegals to NH, and request an appointment be scheduled.

If DHHS is involved, are you not worried Commissioner Toumpas that you are 1) using your department to aid and abet illegal activity, 2) implicating your staff in illegal activity, 3) putting the public safety and health of the good citizens of NH, who pay your salary, at risk?  4) Are you not worried that what is occurring is human trafficking, and that children are being exploited and in grave danger?

Personally, my hometown of Henniker has already experienced what happens when we do not follow immigration laws.  A 22-year old Haitian by the name of Roody Fleuraguste entered the U.S. January 2010.  His visa expired February 2010, and was wanted in Haiti for crimes we have yet been able to find out about.  He slipped away to Henniker around April 22, 2010, and was harbored by a brother-in-law that resided here legally that we know of.  One week later his sexual advances were denied by 31-year old Molly Hawthorne/Macdougall, so on April 29, 2010, he shot her in the face and killed her.  It seems it is cultural accepted behavior in Haiti to promptly kill a woman that denies a man’s sexual advances.   In any case, Molly was days away from obtaining her nursing degree, so this preventable death by following our immigration laws would have left the nursing profession with a highly skilled and caring nurse, the town of Henniker with a contributing and exuberant citizen, and parents/family/friends with someone they loved beyond what words could ever describe.  Finally, March 2012, Fleuraguste was convicted and sentenced.  Unfortunately and sadly, N.H. citizens are now stuck with his costly human and financial destruction as he sits in our jail for 42 years to life instead of a jail in Haiti.

It is my fervent prayer that you will uphold your oath to office and your allegiance to the Constitution of the United States of American and to New Hampshire, and the rule of laws that bind these constitutions.  I am asking that you NOT participate in illegal activity that violates your oath and trust of NH citizens.

Your possible participation as Commissioner of DHHS in having NH harbor illegal aliens, and the decisions you make under ICE’s umbrella, can and will cause much harm to our beautiful State of New Hampshire and its citizens, and to illegals that have been brought here.  What is occurring here is encroachment on NH’s state sovereignty, and being bullied by an overstepping federal government to make un-debated decisions without the legislative body, and the public through public hearings.   In Henniker’s situation, it only took a week for one illegal to rob a whole community of a beautiful and promising young lady, and our confidence of being safe.  Your obligation as Commissioner is to NH and its legal citizenship, and you must stand firmly with both feet placed in our sovereign State of New Hampshire NOT in Washington, D.C.

Thank you for your attention to my serious concerns.  I appreciate the time you allow for review of my letter and attachments,  and I look forward to your timely response.
