Did Police Commissioner Thomas Pappas Violate The NH State Supreme Court Rules of Conduct?

Aduck-tread Duck Gate David Campbell Drunk ranking Democrat House Rep from Nashua, David Campbell (D-Quack!), mows down some Mallards in his BMW in front of the Crown Plaza Hotel.  He hears the police are on route so he hightails it to his law office about 1000 feet from that same hotel.

He calls Nashua City Police Commissioner and longtime friend, Thomas Pappas, who drives to Campbell’s law office (1000 feet from where police have probably already arrived),  picks him up, leaves the scene, and hides him.  He then waits for a shift change (until after midnight–two hours later) to call the cops who (work for him) to ask if they want to talk to to David Campbell about the incident at the hotel

The officer on the case has already gone home, Campbell is sleeping it off at an undisclosed location, and never gets around to calling police until 18 hours after the Ducks died.

So why bring it upagain?  The New Hampshire State Supreme Court maintains “rules  of conduct and discipline” that Thomas Pappas has probably violated.

“When lawyers enter the practice of law in New Hampshire, they obligate themselves to abide by the Rules of Professional Conduct adopted by the Supreme Court of New Hampshire.”

Rule 1.11A in the NH Rules of Professional Conduct

(b) No lawyer-official

(1) participate in any hearing, debate, discussion or vote, or in any manner otherwise attempt to influence the outcome of a matter in which the lawyer-official has an interest;

(3) appear on behalf of a client before any governmental body of which the lawyer-official is a member or any related body;

(5) use his or her official position to influence or to attempt to influence either the governmental body of which the lawyer is a member or a related body  to act in favor of the lawyer-official or the lawyer-official’s clients or clients of the firm with which the lawyer-official is associated.

Both Campbell and Pappas are Lawyers.  Campbell is an elected Official, Pappas is an appointed official.  And it appears to me that the rules of professional conduct have been violated.
