Write the remaining 70% of Healthcare.gov in two weeks? Progressive Govt at its best!

This should be done in a SNAP (oh wait, that’s “Food Stamps”).  We have been told, over and over, that PROGRESSIVE Govt (activist govt that runs everything and everybody for our own good) is best!  Run by all kinds of experts and technocrats that know how to make things run perfectly in perfectly non-partisan fashions.  Of COURSE, we software folks all know that it is ALWAYS the front end of a project that takes the 3.5 years to write (/sarcasm).  We were led to believe by Progressive Obama, Progressive Sebelius, and all of the Progressive underlings that Healthcare.gov “was almost all done – just tweaking now”!  Functional by Nov 30 by 80% of American citizens (even though the Experts promised an Oct. 1 complete date).

Sure it works (/more sarcasm) – but nobody can pay for the plan that they might be able to see as long as their personal data doesn’t get hijacked and the right subsidies are presented for the correct pricing (er, that still isn’t working either?).  But not to fear, PROGRESSIVES reason d’etre is government by Experts – in all areas.  Including, I guess, lying by commission (er, Obama and that whole “keeping” schtick) and lying by omission:

Henry Chao, the deputy chief information officer for Centers for Medicare and Medicaid Services, told a House subcommittee that the administration still needs to construct the payment systems and other “back office” functions, which constitute 60 to 70 percent of the system.  The White House has said that HealthCare.gov will be functioning for a “vast majority of people” by its self-imposed November 30 deadline. On Monday, reports said that the administration will consider the website a “success” if 80 percent of users are able to enroll by the end of the month.

For being techies here at the ‘Grok, we’ve been fairly quiet about this side of the politics but my gosh!  Who the heck thinks that an entire project like this is “just the front end” – what end users see?  To make everyone thinking that Healthcare.gov is the only thing that has been the source of the Obama meltdown – and NONE OF THE SUPPORTING STUFF IS DONE YET?  Accounting system, payment system, linkages all over the wazoo – undone?  Testing – merely an eye glimmer?  More data paths and functions to be securitized?  Sure, you can go to the site, you can review the plan levels, and if lucky, actually pick a plan and have it in your shopping cart.  But NO CHECKOUT??  Enrolling is NOT finishing!  Enrolling says “this is what I want” but the transaction is not finished until the product is PAID FOR – and they just admitted that they can’t accept payments???  And if the plan is not paid for

Three and a half years to hit 30% mark of a functional system – and I thought that the Dept of Defense had screw ups with big system procurement and builds!

The Obama Administration will hold us all accountable if we do not have insurance by the deadline – and this is all but saying that people will not be able to pay until after the cutoff date in order to have the policy in place by the Law’s Drop Dead date.

Who is going to hold the Administration and those that have lied about the progress (or lack thereof) Accountable?
