One believes that we all look to Washington for help, for Washington believes we are incapable of doing things on our own.  The other believes that Washington looks upon us as incompetents even as the rest of us look as DC as the Center of All Incomptency and just wish they would they would leave  us alone (we ARE adults, after all):

President Barack Hussein Obama (D-President), whining about his Obamacare rollout blues:

Governor Rick Perry (R-TX), in campaigning for the Presidency last cycle:

My goal is to make Washington as inconsequential to your daily life as possible”

 

The first is that foreign political philosophy that believes only an anointed few knows what is best for all.  The second is the American Exceptionalism that believes that Individual is sovereign that the government should serve, not rule.
