Granite State Future – Not really just “Advisory only”

We keep hearing from those that are in favor of Granite State Future (the NH version of the Federal Government’s “Sustainable Communities Initiative” pushed by the EPA, HUD, and DOT that aims to Federalize our local homegrown zoning regs so “we can live better) that is is merely advisory.  Just hints, directions, guidance – take it or leave it; it’s your choice.  Oh, there’s money involved – “free” money from the Feds if your local officials sign on this “advisory” memorandum

The “strings attached” part doesn’t come until later.  Tim Carter of the Lakes Region TEA Party has put together an overview document with some of the highlights from some of their own documents.  Kinda puts that “advisory only” viewpoint on such firm ground that I’d feel safer standing out on the ice in The Broads on Lake Winnipesaukee right now.  This certainly should give any elected official, especially those who have employees signing this stuff without their knowledge, quite the opposite of the “warm and fuzzies” – this is NOT advisory:

The text under the table of numbers on the HUD-1044 Grant Instrument

says:

“This instrument (the HUD-1044, HUD-1044 Continuation Sheet) sets forth a legally binding agreement between the parties as to the amounts, deliverables, tasks, period of performance, terms and conditions, here within, whether implicitly stated or referenced. The Recipient certifies that “all administrative and financial provisions of this instrument are in and will continue to be in compliance for the duration of the period of performance. All covenants referenced or stated, are agreed to by the recpipient upon signing this instrument.”

And this document is, well, not the first one signed….but is part and parcel of the “onion documents” that get revealed as one starts to peel off the initial ones.
