NH Democrat Ken Gidge wants gun owners to pay for the mental health system? HB499

[Art.] 2-a. [The Bearing of Arms.] All persons have the right to keep and bear arms in defense of themselves, their families, their property and the state.

Yet another bill on the Gun Control system.  Gidge must think that he’s got a winner here – if the mentally ill are the ones using guns to carry out these mass killings, then let the gun owners here in NH pay for mental illness care when they buy their hated, dastardly toys, right?  Yet, he doesn’t even have the political courage to put his intent into the title of his bill ( like “An Act to force those bitter gun schmucks to pay for new hospital beds“).  His goal – PUNISH a class of people within NH that happen to love and love to exercise their Second Amendment Rights by making it more expensive for gun owners (and NEW gun owners) to do their hobby or profession.

In the Year of Our Lord Two Thousand Thirteen

AN ACT establishing a commission to study funding mechanisms for increasing the number of mental health beds statewide.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Chapter; Commission to Study Funding Mechanisms for Increasing the Number of Mental Health Beds Statewide. Amend RSA by inserting after chapter 126-V the following new chapter:

CHAPTER 126-W

COMMISSION TO STUDY FUNDING MECHANISMS FOR INCREASING THE NUMBER OF MENTAL HEALTH BEDS STATEWIDE

A commission.  Reasonable activity.  But wait until you see how many “ideas” are actually listed in order to accomplish this goal (as if you have to guess):

126-W:1 Commission Established; Membership; Duties; Report.

I. There is established a commission to study funding mechanisms for increasing the number of mental health beds statewide. The members of the commission shall be as follows:

(a) Three members of the house of representatives, appointed by the speaker of the house of representatives.

(b) Two members of the senate, appointed by the president of the senate.

(c) The commissioner of the department of health and human services, or designee.

(d) A representative from the New Hampshire Association of Chiefs of Police, appointed by the association.

(e) Two public members, one of whom shall be in the business of selling guns at retail, appointed by the governor.

Right – first things first and let’s stack the deck, shall we?  Do you REALLY think that Speaker Norelli is going to appoint three pro-Second Amendment reps?  Or a majority?  Heck, even 1?  It will be 3-0 (or at best 2-1).  Will Bragdon appoint follow suit or appear to be more ‘compromising – call it 1-1 (5-0 or 3-2).  Given the make up of the bureaucracy and the intent of the Left to use the tactic of “gun control via Public Health Policy”, the count now goes (6-0 or 4-2).  We already know the feeling of the NHACP – they hate the idea of law abiding citizens being armed, the count is now (7-0 or 5-2).  Hassan, given that she’ll be looking for higher office soon, will split the difference: final count will be 8-1 or 6-3.  How’s them odds looking?

II. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

And here is the meat of the bill:

III. The commission shall study funding mechanisms for increasing the number of mental health beds statewide. The commission’s study shall consider among its funding methods whether persons buying and selling guns may be required to pay a fee which would be transmitted to the department of health and human services to be used for the purposes of increasing mental health beds.

So, only one given reason. One.  And do you think that they would really  And how would Rep. Gidge have this happen?  Are we looking at a back door registry possibly in the making?  We are already seeing Democrat Progressives, at the national and State level, putting in verbiage that for their bills to work, de facto gun registries must established.  Even if the national version of a universal background heck fails, is it Gidge’s intent to outlaw all private sales between friends and family members?  What if I simply wish the give my son one of my firearms – would this be considered a tax on my property simply because it falls under the Second Amendment?

IV. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Four members of the commission shall constitute a quorum.

FOUR??  Really, NH State Rep Gidge?  You’d accept a report from a Committee that can’t even get a simple majority to show up, even with a stacked deck?

V. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2013.

2 Repeal. RSA 126-W, relative to a commission to study funding mechanisms for increasing the number of mental health beds statewide is repealed.

3 Effective Date.

I. Section 2 of this act shall take effect November 1, 2013.

II. The remainder of this act shall take effect upon its passage.
