ACTION ALERT!

VETO OVERRIDE ON RIGHT TO WORK

On Wednesday, May 25, the House will vote to override Gov. Lynch’s veto ofHB 474, the NH Right To Work (RTW) bill (see below for more information). Please e-mail hreps@leg.state.nh.us, ask them to override Gov. Lynch’s veto of HB 474. Remind them that this is part of the Republican platform and that our freedom of choice — people, taxpayers, and workers of NH — is more important than guaranteeing union revenue streams.

What’s happening in the House next week:

House Vote to override Gov. Lynch’s veto of HB 474
HB 474 would make NH the first Northeast state, and the 23rd in the nation, to assert workers’ freedom to choose whether or not to join a union instead of being forced in as a condition of employment, which provides unions with a massive warchest and outsized electoral influence, which in turn is why they are mounting an all-out effort to defeat any RTW bill.

This bill does not destroy unions, it does not prevent workers from freely joining unions, and it does not require unions to represent workers who have chosen not to join. In fact, it includes language protecting workers from employer retaliation if they do choose to join a union! It would interrupt a union revenue stream (which is right now guaranteed), and force unions to demonstrate value for membership so people will freely join. 

House Floor Votes on May 25
SB 52 excludes persons convicted of violent crimes, and sexually violent persons, from mandatory early release on probation or parole, and fixes SB 500 (passed in 2010). This bill was voted 14-0 OTP by the Criminal Justice and Public Safety Committee. Please e-mail hreps@leg.state.nh.us and ask them to vote for SB 52.

SB 162 is the amended bill that creates a committee consisting of elected legislators to oversee state implementation of the federal health care reform law ("Obamacare"). This bill requires state agencies and officials to consult with, and seek authorization from, elected representatives of the people and provides an important check and balance on unelected bureaucracies. This bill was voted 16-1 OTP by the House Commerce and Consumer Affairs Committee. Please e-mailhreps@leg.state.nh.us and ask them to vote for SB 162.

Criminal Justice and Public Safety
The Committee will hold a work session, followed by an executive session, on SB 88 starting at 11:00AM on Tuesday, May 24 in LOB 204. This bill clarifies allowable means and circumstances of self-defense including brandishing of a weapon, and removes the requirement that someone retreat first. Please e-mail the committeeand ask them to send a strong stand your ground bill to the House floor.

Finance
The Committee will hold an executive session on SB 129 starting at 10:00AM on Tuesday, May 24 in LOB 210-211. This bill would require voters to show photo ID to vote, and includes ways for voters to submit provisional ballots and obtain free identification. This is an important bill to preserve the integrity of the electoral process, so please e-mail the committee and ask them to support SB 129.

The Committee will also consider SB 154 in the same executive session. SB 154 reforms and simplifies the NH Shoreland Protection Act and the associated bureaucratic procedures, and includes additional protections for property owners. It has also been amended to include a repeal of the Regional Greenhouse Gas Initiative, so please also e-mail the committee to ask them to support this bill.

Ways and Means
The Committee will hold an executive session on SB 170 at 10:00AM on Tuesday, May 24 in LOB 202. This bill protects NH Medical Malpractice Joint Underwriting Association funds from being seized by the state (recall Gov. Lynch tried to do this to "balance" an excessive budget). Please e-mail the committee and ask them to support this bill.

What’s happening in the Senate next week:

Senate Floor Votes on May 25 – Email your Senator

  • CONTACT YOUR SENATOR and ask them to overturn the ITL on HB 540.This bill would change vehicle inspection requirements from annual to biennial. Annual inspections do not make us safer, they are just a cash cow for the auto industry. 
  • HB 508 would establish a pilot program for a performance measurement system for state agencies, beginning with the Department of Health and Human Services. There are currently no measures in place to determine the effectiveness of state programs. Ask your Senator to support this bill.
  • HB 520 would require legislation that spends in excess of $1 million to have performance notes, which would include description and definition of measurable outcomes, cost per outcome, and methods for measuring outcomes. Ask your Senator to support this bill.
  • HB 329 would require parental notification before abortions may be performed on unemancipated minors. Ask your Senator to support this bill.

Judiciary Committee
There will be a public hearing on HB 145, which would allow citizens to record video record law enforcement officers while in the course of his or her duties. Please attend the hearing on Thursday, May 26 at 1:15PM in LOB Room 101. An executive session may follow, so please email the committee to and ask them to support this bill if you are unable to attend.
