This is yet another reason why the Pelosi-Reid-Obama Generational Theft bill has to be slowed down – undoing ALL of the reform of welfare

Words have meanings.  Sometimes, a simple change of a couple of letters in a single word can have large ramifications.

While this is not a single word, it is a single statement within the Pelosi-Reid-Obama Generational Theft bill (the Stimulus bill) that has the ability to undo the work of decades of welfare reform and remove any "governor" (as in "speed limiter"):

WASHINGTON – Buried deep inside the massive spending orgy that Democrats jammed through the House this week lie five words that could drastically undo two decades of welfare reforms.

The very heart of the widely applauded Welfare Reform Act of 1996 is a cap on the amount of federal cash that can be sent to states each year for welfare payments.

But, thanks to the simple phrase slipped into the legislation, the new "stimulus" bill abolishes the limits on the amount of federal money for the so-called Emergency Fund, which ships welfare cash to states.

"Out of any money in the Treasury of the United States not otherwise appropriated, there are appropriated such sums as are necessary for payment to the Emergency Fund," Democrats wrote in Section 2101 on Page 354 of the $819 billion bill. In other words, the only limit on welfare payments would be the Treasury itself.

"This re-establishes the welfare state and creates dependency all over the place," said one startled budget analyst after reading the line.

In addition to reopening the floodgates of dependency on federal welfare programs, the change once again deepens the dependency of state governments on the federal government. 

"…not otherwise appropriated….for payment to the Emergency Fund…"

I just wrote about the cloyness of having a Daddy-in-Chief; the last thing we need is to give that attitude any money!  No wonder the present Administration wants this bill to be passed as soon as possible – once the Genies are out of the bottle, it will take decades, if ever, to put back in.

Think of this – ANY money that is in the Treasury can be sent to the States.  As we are now seeing with the current P-R-O-G-T bill, politicians at the State and Local levels are simply drooling over how much lucre the Feds are going to dole out to them.  To be sure, it ain’t sugar plums dancing in their heads but they certainly are seeing Obama as their Sugar Daddy!  Including this single sentence will keep the States in thrall forever – what politician can resist "free money" forever (even as they know it isn’t free – we ALL still pay for it!!).

Our friend Grant over at NH Watchdog got into a kerfuffle with the NH DOT when he pointed out that the "plan" for any NH destined Stim$$ could be used to satisfy needs (like "red listed" bridges that have to be done NOW) rather than for new projects.  I am quite sure that politicians are looking to use that money for NEW projects with the end result of STILL crying "poor mouth" that the needs have not been met.

Folks, start calling your Senators, especially if they are Republican.  They are the only hope to stop this thing dead in its tracks.  Strip out the pork and the things that should be in regular operating appropriations.  There should only be actual projects that can stimulate the private sector in the P-R-O-G-T bill – not government stimuli (and certainly not the $4.1 Billion that is trying to be directed to ACORN).
