The Kyoto Protocol (brought up by Clinton, signed by Gore, and voted down by the Senate by a 95-0 vote) was supposed to be a first step in reducing greenhouse gases. Have those countries that signed Kyoto actually lived up to their obligations? NRO has a story on this topic.
Promise: 5% below 1990 levels.
Result: 27% increase.
Question: would it have succeeded (if we only had tried harder!!)?
Answer: A reduction of 0.14°F over 50 years.Cost: Trillions spent for not much benefit.
Opinion: Feel good hot air about hot air.
