Why is smaller Government Better? Less temptation!

Less chances to mess with the law or tax code and less money to hold out as carrots (or as brass rings for the lucky or politically connected). 5% of GDP historically for the size of government, 25% now, and Obama wants to push that even higher (more spoils?). Discuss.
